Advisory Committee Meeting Notes
July 22, 2008

Lakewood Civic Center, North Building, Public Works Conference Room

Rich Urbanowski welcomed the Committee and noted that the main purpose of the meeting was for the Committee to review and discuss the draft action steps and the upcoming open house. Rich also discussed the date for the next Advisory Committee meeting and it was agreed that Tuesday, August 26th would work best.

Staff reviewed the revised draft vision and asked if there were any additional comments. The Committee members indicated they were pleased with the revised vision and no further changes were necessary.

Rich facilitated the draft goals and action steps discussion while staff recorded comments. The Committee had a good discussion and the summary is as follows:
 
Transportation:

T1-5: Improve the pedestrian crossing at 10th and Wadsworth because of school/kids and crossing at JeffCO Open School. Also, can the crossing near Alameda HS be improved?

T1: Does JeffCO have a Safe Routes to School program? Reference this in the Wadsworth Plan.
 
Bullet
T1: Look at the location of crossing signals. This is especially important for bicyclists, particularly along designated bike routes. Could the detection be set to be sensitive enough to allow cyclists to trigger it? Comment: Need to educate cyclists to stop in the right spot to trigger the sensors where they already exist.

T2: Add an action step to consider a bike loan program, especially at the light rail station area.

T2-1: Change “increase bus headways” to “increase bus frequency”.

T-3: Delete “and not just vehicles” from goal.

T4-6: Bus stop on hill north of Yale.

T5: Don’t capitalize “Complete Street”. Also, define this concept in the Plan text.
 
 
Land Use:

Discuss the station area plans/urban center designations in the Plan text.

Change goal from “Ensure…” to something less binding.

LU2: Future residential as well as existing residential.

LU2-3: Comment: City needs to emphasize participation through the Performance-Based Review Process.

LU4: Remove “strip developments” from goal.

LU6: Rephrase the goal. Also, change the boundaries for where redevelopment of single-family homes is encouraged to the area between 26th Avenue and Mississippi Avenue.

LU7-4: Change to “…mixed by type, income, and style…” and “….all ages and abilities”.

LU7-6: Develop branding action step and move it to the Economic Development section.
 
 
Urban Design and Streetscape:

UDS1: Delete “safe” (this is not the focus of this goal, and safety is addressed in other goals).

UDS1-5: Change “kids” to “children” and add “abilities”.
 
Bullet
UDS2: Add “within nodes” after “Encourage buildings…”. Also, change action steps to refer to nodes only.

UDS2-6: Change from specific school names to “school district property” and change “amenity” to amenities”.

UDS3: Add an action step to encourage the use of overhead banners/welcome to “downtown” signage, etc. Also, add an action step to encourage hardscaping (bridge treatments, etc.) to be designed with attractive materials, colors, etc.

UDS3-4: Change “possible” to “practical”.

UDS4-2: Soften the language and add mitigation suggestion.
 
 
Economic Development:

ED1-1: Add “especially access”.

ED1-2: Enhance and add concept of branding for “downtown Lakewood”.

ED3-2: Add the local business associations (JWABA, AGCA, WCCA).

Also, it was suggested that the concept of sustainability be added – encourage sustainable buildings, redevelopment strategies (recycled asphalt), etc. Will look at adding action steps to existing goals to address sustainability.

Finally, the group discussed the July 31st public open house. Staff discussed the presentation outline and meeting format. The Committee members in attendance said they were comfortable talking to the public, answering questions, and assisting with the sign-in table, etc.
