Non-Cigarette Tobacco Retailer Licensing - New

The City Council believes a local licensing system for retailers that sell non-cigarette tobacco products is appropriate to protect the health, safety, and welfare of the youth in Lakewood.

The Lakewood City Council passed Ordinance O-2019-1 on January 28, 2019 adding a new chapter 5.06 to the Lakewood Municipal Code requiring retailers that sell non-cigarette tobacco products to be licensed. 

All prior city sales tax must be paid before the license for a renewal will be approved. For more information about your sales or use taxes, visit the

Step 1.Download and complete license application

Step 2.Gather required documentation

Certificate of Zoning (Obtain from the Planning Department or via POD@Lakewood.org)
Proof of possession of premise (Deed or current signed lease)

Step 3.Submit application, documents, and fees to the City Clerk's Office

Application fee $100
Annual license fee $300

Total fees due is $400 made payable to the City of Lakewood by check or money order
